I love the idea of dragoons and found online someone's attempt to make one for 5th edition, However the rules and mechanics seemed so different from things found in 5th. I am attempting to rebuild it but I am no expert and wanted feedback or suggestions up to this point.

Interesting - the flavour and ideas of the class are nice, but you need to be careful with power levels.
I was expecting to find something like the Cavalier, as the word Dragoon is usually used to refer to mounted cavalry.
Maybe Dragon Slayer / Dragon Warrior is a better description?
The stats themselves seem to promote a lot more book-keeping than is normal for a 5th edition class, so could slow things down a fair bit - remembering how many wounds creatures have taken for bleeding etc.
Frightful Presence is too powerful - every creature struck is frightened without a save? Would seem to be something that can be used a small number of times between rests and the target should have a save.
My first thought was at that level a great many things are immune to charm/fear effects and you have to hit the attack s well.
The Dragoon name comes from the fantasy kinda side of things were they jump but yea I get what you are saying about the name.
I took the wounding effect from magic items and then nerfed it to require advantage.
