One additional question... with that shield, there are 3 levels. Do you know how I would go about making them so that it doesn't just add +6 AC right out of the gate? Is there a way to make levels of attunement?

Yes, it's very straightforward.
Simply make a new magic item that is a copy of the Bastion Shield, then write a different line in the attunement description. :)

Magical items in 5th edition Dungeons & Dragons don't really have multiple attunement levels like that.
I'm aware that the items from the Tal'dorei campaign guide uses them though.
My recommendation is to homebrew three separate magical items, then equip the appropriate one.
It shouldn't be too much work - once you have made the magical item, you can then create a copy, so there are only a few changes to make.
