Scaling Level Value: How does it work?

So, I'm trying to figure out how to upcast a spell, and I'm not sure how to implement it.

So, do I just have to do one level that automatically tracks across the whole range of upcasts? Or do I have to include an individual one for every level? The button to access that kind of thing is "Add a Higher Level", and the table says "Level" at the first column, so I assume that's the case. I just wanna check in with the professionals before I go through with this.
