I was attempting to give my Barbarian Goliath a homebrew piece of armor that would take his 20 strength score to a 22, but no matter what I try it won’t increase his strength score beyond 20. The other modifiers this item give are showing up, just not the strength boost.

It should work if, instead of making it a bonus to strength, you make it set the strength score to 22.

D&D Beyond FoundersYou need two modifiers - one to increase the maximum beyond 20 and the other to add (or set) the strength score.
Create a copy of a belt of giant strength to see how that works.
