Unable to make a Racial Trait that decreases a Stat

I don't know if I am doing this wrong or not, but I have a racial feat that is supposed to subtract 2 from Strength. I have it set on the racial ability as a Modifier, then Stacking Bonus to Strength Fixed value as -2, I also had to Set>Strength>6.

Neither of those worked as the Stat remains at 8.

Should be Bonus - Strength score - fixed value: -2.
