The Sapphire Guard may have ancient roots, but they forever remain young and hungry. They have existed in every budding nation and growing empire throughout human history; playing their hand from the shadows, and they play for keeps.
With an assassination here and a whisper there, their agents have incited rebellion, started wars and ended them. Secrets and knowledge and lies are their stock and trade, they bind Wizards and Kings and Queens, to their service, hunt down Sorcerers, negotiate with Demons, have stocks in Hell and compromising pictures of Angels.
They are the half remembered shadowy figures on grassy knolls, in smoky taverns, darkened war rooms and secret boardrooms.
They do whatever is necessary; regardless of the cost, to ensure the survival of the human race, because the world is bad place, and you can do, or get done.
They are The Sapphire Guard, and mark my words; they are not done!

Sounds like a good starting point to me, you might want to define what sort of classes might be involved in such an organization and why. Does the Sapphire Guard any any celestial or infernal Patrons they seek aid from or even just plainly worship? What sort "Business Front" would they use to cover their tracks beyond rumor mill spinning? What is their calling card, known colors and even emblems if they have one.

" The Shadow Monarch is the ultimate expression of a "One Man Army" even in a team Setting his minions would act as meat shields for the allies while going on the Offensive, maybe in future version I will develop tactics and formations for the minions so the minions and party won't easily be decimated by random monsters or even the character's current enemies."
Sounds like a good starting point to me, you might want to define what sort of classes might be involved in such an organization and why. Does the Sapphire Guard any any celestial or infernal Patrons they seek aid from or even just plainly worship? I am.still working on it but i will post an update with more.info as I write it. I have an emblem but I am still working on the Latin equivalent of, "Aku Soku Zan" - "slay evil immediately," from the anime Rurouni Kenshin.
That phrase is used by the public face of the Sapphire Guard. They are a military unit/police force who protect and serve the people.
Highly skilled, highly trained, heavily armoured Paladins of Law and Order, who protect and serve the people. They are known to be fair and just and honourable, to be willing to sacrifice themselves for the weak and the helpless and the innocent.
These guys are beloved by all. When they ride out, people line the streets and throw rose petals on the ground so that the horses dont have to walk in the mud. The people cheer and applaud and hold festivals in their honour and have an unwavering belief that no matter how great the danger, the Sapphire Guard will save them from it.
They are not just for show either, they are highly skilled, professionally trained and a good number of them are Divine Paladins, who would rather fight to the death than carry the disgrace of defeat
Don't be mistaken though. As strong as those guys are, they are just a public face. The truth of the Sapphire Guard and it's power, is far more ancient and much darker than the people know.
And so they cheer and applaud and are distracted by the shining knights in armour and that is just how the the Guard likes it.

Reminds me of the Dimir Guild from Ravinica. I once incorporated the MTG guilds and tribes into a D&D Stargate campaign. I had created nearly 3-4 books worth of content just b/c of the players I had for it were very detail oriented and huge fans of Stargate.
