So, what I would like to create is some "magical" armor that basically acts like a firefighter's turnout, offering decent (but low) AC as well as resistance to fire damage. I would think that this might have a maximum Dex bonus that could be applied since turnouts tend to be a bit bulky, maybe something like AC=12+Dex (Maximum of 2 or 3) and you get fire resistance while wearing it.
The issue I am running into is moreso the flavoring of what this armor looks like and what it is made out of. I am not sure what materials in the D&D universe would make for good thermal insulating layers without just handwaving it away with a "magical material." I want this item to feel a bit more "real," like its the sort of equipment that a villages local volunteers might have on hand for fighting fires rather than a high level magic item.
Obviously the outer shell can't be metal, so I was thinking that could be a type of leather or hide, but to be honest I am not sure how flammable either of those materials normally are or if it would be viable for that sort of application.
Mostly this just requires some more research on my part, but I am not finding alot of specifics about material types or how its made in the searching I have done so far. Does anyone have any ideas or input on what could be good "thermal filler" material? For the outer shell (exposed side)?

Padded armour, in-lore they've found a material that nullifies (I originally said *r*e*t*a*r*d*s but that's apparently too much of an insult despite the clinical application of the term) fire. It's cursed because it causes shortness of breath, stacking fatigue, and eventual death. Basically it's asbestos and it's killing the character that wears it as it becomes damaged. It is however fantastic at reducing fire damage, I'd say more so than resistance. Immunity? But every time it takes a hit it adds a percentage of damage/exhaustion to the result.
