In my homebrew campaign, the adventurers will find a library room on a pirate ship. The books are all held in place by a spell, though there aren't any that seem like they would work. So, any ideas? Maybe like hold person but for objects. Level one. Select a number of objects equal to spellcasting modifier. Does that sound ok?

I think wooden shutters or blinds pulled over the book case and held in place by a lock (and as Kaoshi mentioned and Arcane Lock) would be the simplest option.
But for the more convoluted option:
Magic Item: Arcane Bookcase (wonderous Item)
This bookcase appears to resemble any bookcase you woudl find in a library, made of thick sturdy wood and lined with rows of books, however you cannot remove any book from the Bookcase. The bookcase is actually a cover for an extra dimensional space (as per bag of Holding), it can hold upto 100 books and by speaking a command word a user can cause one of the books to appear on a shelf and be removed for reading. The arcane bookshelf can only hold objects that can be considered a book or scroll. The Arcane Bookcase weighs 50lbs and measures 6ft high 1ft deep and 3ft wide.
