I’m attempting to build a feat that increases speed by a set amount, and then increases it again at certain levels (5, 10, and so on). My initial approach was to try and use the ‘modifiers’ tab, with a level scaling add-on. However, while it’s possible to level-scale modifier:bonuses in subclasses, races, and so on, it does not appear to be doable with feats - static bonuses or nothing.
Is this workable at all for homebrew feats at the moment, or is this impossible to create using the current homebrew build system?

Feats are designed not to work that way. There are no feats in D&D that give scaling bonuses dependent on character level. The only way currently to make that happen is to make multiple feats and change/add them at the desired levels.
