The PDF download is just using the standard download function of your browser, so it's down to how the browser handles it.
Most browsers will download to your default downloads folder, without prompting whether you wish to change the folder or the filename.
Some browsers allow you to change this behaviour via the options.
For example, with Chrome:
Click the chrome menu (by default the three dots at the top-right of the browser).
Select Settings from the dropdown menu.
Scroll down to Advanced and, if it is not already expanded to show the advanced options below it, click on Advanced.
Scroll down to the Downloads section and click on "Ask where to save each file before downloading" to activate the toggle to the right of it.
Now, whenever you click on a file on a website to download it, Chrome will prompt where you want to download it, also giving you the opportunity to rename the file.
I can assure you that what I have stated above will resolve what you are asking for, or you can rename the file once it has been downloaded.
This is not something special that D&D Beyond is doing.
With regards multiple browsers - the default for all modern browsers is to download to your default download directory (or in some cases the most recently selected download directory).
This wasn't always the case - years back the default behaviour was to always prompt for location and filename when a user elected to download a file.
Ive tried in a couple browsers, mobile and desktop and I dont get prompted to rename my character sheets whem exporting them.
This is frustrating. A lot.
It makes it hard to track changes and play with variations of characters.

I've been on the web a couple decades.
I've used more browsers than most IT people can name.
This is an issue unique to this site.
As I said. I've tried it with MULTIPLE browsers.
