Yes. In fact, you can distribute your attacks between as many different foes as you have attacks, as long as they are within reach when you make the attack. Note that while you can move between your Attack-action Attacks, you cannot, under normal circumstances, move between your Flurry of Blows attacks.

I have a monk5/rogue2. He wields a scimitar and a hand axe. Can this character get in 4 attacks since the scimitar with mastery has nick?
You would get five: 2 normal+ 2 bonus unarmed (FoB's) +1 Nick as part of the normal attack. You just won't get to add your positive modifiers to the damage.
Are you sure? Quarterstaff are either held one handed or two handed. Versatile weapon property. It's basically like a long sword in term of rules. It would need to have the Light weapon property, which it does not.
The "Attack [Action]" doesn't state anything that would lead me to believe you can: "When you take the Attack action, you can make one attack roll with a weapon or an Unarmed Strike."

Can I attack twice with a quarterstaff, then use my bonus action and a focus point and get two more FOB attacks? Giving me a total of 4 attacks?
