His name was Denarius Greascure, and he was a black market food merchant during a great war/tragedy, selling food for money instead of ration stamps. He's really more grey market now, since he has established himself so well that people set up spaces for him with the hope that he will arrive and stay a while. People love him, and he loves people.*
