He wears a little yellow necktie, which is the same color as his bowl cut. His eyes are dull and dark. He doesn't seem like the type of person who smiles often.
Carl waves away some of the smoke as he walks out to see who it is. "...Hello?"
The man seems unaffected by the smog. "Hello. My name is Oswald Grouper, owner of Grouper Corp. I have decided to personally hand out surveys to the residents of this city to see what they think of me establishing a factory nearby. It is important to me that people give informed consent before one of my factories is built near them. As a local business, you happen to be a prime target for the survey."
