This is a legendary war hero called the Plague Eater, or, more probably, someone dressing up as him, since the Plague Eater died centuries ago when his staff exploded and reduced him to a fine pink mist.
There are thousands of legends detailing his exploits, and they can't seem to decide whether he was a hero or an actual monster. He was known for his indiscriminate eating habits and incredible tactical wit, and his name comes from the fact that he ate swarms of plague rats and saved his platoon from their horrible diseases.
