 *AK-TCHU-ALL-EE, devils do not rank up by eating other devils, it is by learning a new aspect of true evil and then undergoing a slow and agonizing torture process that they become devils of a tier higher. Of course, they need help to go through this torture, so they only get rank-ups when another, higher devil decides that they're worth promoting. Otherwise, you are correct.*
