I might make a simplified version of Nightmare Shift, set in a small suburban town where strange happenings have come to light. The classic "kids on bikes" type of horror popularized first by IT and then by Stranger Things, but mixed with Silent Hill, Little Monsters (1989), and Little Nightmares.
The Nocturne is a dark place, but it is filled with all sorts of wonders. Nothing valuable, really, but always interesting. Candy, toys, clothes, games, imaginary friends... all sorts of lures and tricks. The Nocturne is jealous. It wants to have children like ours. Beautiful, kind, fearful. But it doesn't understand them. It only tastes the cruelty of our world, our desires, our pains, our wrath.
Come to the Nocturne. Come here. I won't hurt you.

I like the idea that there's a "normal world" and a "horror world," and the players can belong to either one. Oh, and of course, your home plane has no bearing on where you can go.
Okay! Maybe the Halloween folk can only exit their plane and people can only enter during the fall months? Maybe in other seasons, other planes come into play for different holidays? Idk, just an idea. If someone ends up in the mortal plane outside of their holiday, they are locked there until the next year.
Well, I was thinking this would be connected to my Nightmare Shift lore, where Nightmares (monsters) could resemble literally anything, from Jason Voorhees to a pile of leaves to a computer virus to Pennywise to a radio tower complete with staff and actors.
It isn't really focused on the holiday itself, but the longer nights of Autumn and Winter make the Nightmares more active. Sunlight prevents them from using any "active" powers they may have, like breathing fire or teleporting.
Would ya join a fantasy Halloween tavern? Still brainstorming ideas but it might be a multiverse tavern like Jylek’s. But mainly fantasy. Probably a town in the middle of nowhere/the multiverse trying to survive the attacks of vicious Halloween monsters.
