Like densely wooded area (forest, jungle, etc) produces lumber, mountains produce metals/stone, open grasslands have crops, lightly wooded area (savannah, less dense forest) has livestock or wool/leather, water bordering towns have fishing, stuff like that maybe. Resources can be gathered once per week and when you pick a biome you get a number and roll a dice every day. If your dice number equals your biome number, you get a certain number of resources based on your settlement size. Also maybe you can have two numbers you can gather resources from if you choose to have a dangerous biome, which gives you a chance to be subject to natural disasters/hostile terrain/hostile wildlife etc.
For buildings and such, each would probably have a materials requirement to build and upgrade, plus a material requirement for upgrading your settlement :]
