I could combine the idea of magical organized crime with a roaring 20s fantasy setting, since the two often go hand in hand. They could be smuggling some sort of magical substance instead of alcohol. Bioshock-esque but less sci-fi and more fantasy. Those are my ideas, at least. How's that sound?

Maybe the magical substance increases mana/magic capacity, but is highly addictive and large doses of it kills the user because they are accumulating too much mana for a human to handle?
