As long as it doesn't expend a spell slot, you can do it. If you get a free/extra use from a race or feat or magic item, it doesn't expend a spell slot.
Action, Reaction, Bonus Action, and then level 18 Eldritch Knight can Action Surge and replace two of their attacks with a level 1 or 2 spell.
