Actually, it's the character that was made by someone and then used without permission by other people to make a meme.
A distinction I feel is important, since the creator was harassed by people who were upset about the meme they didn't make - other people just used the character without asking them, and they got blamed for it.

The character was called 'Mauzymice' and the character was called Silly Cat originally. Various people on Discord/Reddit/etc. started using their art for memes, and they got harassed by people who didn't like the meme. And this explains the origins of the meme, which also describes what I've said in more detail.
