Raigan gets up from being knock prone and charges him, using all his Ki points in a flurry of chest focused palm strikes.

 Rico dodged all but the first and last, stepping off his board when he is struck. He steps back on his board and puts his hands in his pockets. A large storm cloud appears above Raigan and starts to hail. Hard. (Ice Storm)

Make a DC 20 saving thro. On a fail take 18 bludgeoning and 7 cold damage. The area is now difficult terrain for Raigan.
