*I mean, there isn't a set level limit, as people can create powerful characters at lower levels than others can. Really, you just shouldn't try and be too OP. It's no fun if your character can't grow, and if you make a a character OP to begin with, you can't really grow. Now, I'm not saying that all characters should start out at level one- that would be ridiculous! But, there should be an explanation for why your character is so good. For example, Cordon was a past character of mine, and he was pretty powerful. With reliable talent, he would often encounter characters who dind't have the ability scores needed to see through his lies, with his lowest possible deception roll being like 27 or something ridiculous. But, this was explained in his lore, with him being a veteran camper. This also made him overconfident and cocky, and when he encountered someone who could see through his lies, he was often unprepared. In his way, while he might be quite powerful, it makes sense, and adds to his character in ways that wouldn't've happened had he been weaker.
