So I have a character for a new campaign with an intelligence score of 7 (-2 modifier). Would that character be able to read with an intelligence score that low? I'm still kinda new to dnd and figuring stuff out and so I don't know if there's a specific point at which you are considered illiterate. Would appreciate it if someone would let me know. Thanks!
There's nothing rules-wise (afaik) that would prevent you from being able to read. Intelligence pretty much measures your ability to remember information and to problem-solve so something like language should be drilled-in and almost second nature.
But if you think it would be an interesting character quirk or if it fits in with your backstory, playing an illiterate character could be an interesting choice. Ultimately it comes down to whether or not you as the player would rather have a literate or illiterate character.

Reading and Comprehension are not the same thing.

There are some great opportunities for comedy when your character can read something but misunderstands completely...also see malapropism.
