Glantri on Mystara was ruled by wizards but they didn’t have sorcerers or warlocks back then. I can’t think of any society in any 5e campaign setting that really qualifies as a magocracy.
Good point. I think they actually are wizards. They’re ruled by a council of Zulkirs, one for each school of magic, and I think at least some of them are fire elementalists. (The Zulkirs all worship the evil fire god Kossuth.)
In 5e I would say that the Red Wizards are literally all wizards. No sorcerers and definitely no warlocks (unless they serve Kossuth as their patron, and maybe not even then).
If the society sees wizards as the ideal, then any sorcerer would end up being trained as wizards.
If the society has relative easy access to personal power, why would people turn to warlock magic? or the inverse if the power is extremely controlled then why wouldn't they turn to warlock magic?
the comparison has been warlocks to wizards, but why not wizards to druids. Like a wizard has to rip their own soul to be able to live pass their normal life span while Arche druids can live for what a thousand years.
How would a nation ruled by druids look like? would it be be an oligarchy where only the top druids make executive decisions? Or would it be like a monarchy where the ruler is expected to become a druid and live in the wild? if a democracy wouldn't the animals have a vote as well?
Or what would a nation look like ruled by warlocks? Would such a nation be factionalize based on peoples patrons? Or would it be a region with city states where each city force their citizens to make packs?
A nation ruled by Druids would probably have the Grand Druid of the kingdom as its queen. As for warlocks, it would probably factionalize based on patrons. Warlocks would be the elite, so only a few people would even be allowed to make pacts.
A nation of Druids might be an alliance of tribes with Druid in charge of the tribes and the tribes part of a larger Druid circle. It’s government would end up an oligarchy ruled by arch druids or the highest ranked Druid of each tribe. Something like the Gruul Clans might form
a nation governed by warlocks would not work well as celestial warlock are normally against worship or other wise helping fiends. So it might end up a region of city states at semi constant war with arch fae and hex blades exploiting the chaos. Or it could end up like ravnica where they all hate each other but are forced to work together due to some outside force.

Power is controlled by the Red Wizards. Making a warlock pact could be a way to get power without being part of the hierarchy.
