Yes, we will mostly be using 2024 rules. Except for Equipment & Background. For Equipment, we'll use 2014 rules since it gives us more options with weapon types and equipment packs. For Background, you can either choose a background from 2014 or 2024 as long its from an official source.
Next is ASIs. Since it's a Rogue I'll go with +2 Dex and +1 Con.
Proficiencies & Background? (after that will be 1st-Level choices which are Expertise and Weapon Mastery)
