I’m building my first Paladin (half elf) and I would like to try Polearm Master, but I am not sure if level 1 characters can take feats. It appears that you can take feats at level 4, but I have seen a number of people mention PAM as a starting feat and I am rather confused. All help appreciated.
Some DMs give all their players a starting feat at level 1 but that is a house rule and not the norm. If you wish to have a feat at level 1 you will need to play the Variant Human race or Custom Lineage introduced in Tasha's Cauldron of Everything.
If you are copying/learning from online builds, most people consider Variant Human to be the standard/assumed race for any non-caster, because feats are really good for weapon-users. If race isn’t mentioned in one of those posts, it either doesn’t matter for the build or it is a variant human.
