Is there any rules on giving barding to a steed summoned by a find steed? Specifically does the barding bond to the steed so it is wearing the barding when summoned by the spell? Or is it a ask dm rule?
The steed lasts indefinitely, so it allows you to put barding on after summoning it.
If you are asking if it can continue wearing the barding if it is killed and re-summoned, ask your DM. My ruling would be no since generally summoned creatures can’t hold things across multiple summonings. However, it doesn’t specifically say it can’t (like it does with find familiar) nor does it specifically say it can, so there may be some wiggle room.
If one of my players had access to the spell, summoned a steed, and then spent the coin/time to outfit the beast, I think that taking away the barding, etc... would be a rude thing to do, unless there was a compelling reason to do so in the story being told.
In short, I'd suggest having a chat with your DM about it before hand.
You don’t take away the barding, it just falls to the ground along with anything else the mount was carrying. You can then put it back on after you re-summon.

Just my table, but...
