You can choose to knock an enemy unconscious with any melee attack. The damage type of the attack is irrelevant. As long as you're not throwing them you're fine. See Player's Handbook/Basic Rules chapter 9:
Knocking a Creature Out
Sometimes an attacker wants to incapacitate a foe, rather than deal a killing blow. When an attacker reduces a creature to 0 hit points with a melee attack, the attacker can knock the creature out. The attacker can make this choice the instant the damage is dealt. The creature falls unconscious and is stable.

Can a Soulknife rogue use their psychic blades to knock an enemy unconscious rather then kill them?
As a DM I would allow it. Flavor it as a psychic attack to the mind that renders the enemy unconscious like a blow to the head.
Is there an official ruling? If no how would you rule it?
