Not that I know of, and even if you could you'd be shooting with disadvantage unless you had the Crossbow Expert feat.
You can always make an unarmed strike, though. If you take 1 level in monk you can use your DEX and roll 1d4 instead of 1 damage. Alternatively you could pick up the Unarmed Fighting style from Tasha's Guide through Fighting Initiate or 1 level in Fighter and upgrade your unarmed strikes to 1d6 + STR. Or you could play one of the many races with natural weapons, like Tabaxi.
You can always use the shortbow as an improvised melee weapon. No proficiency without Tavern Brawler, but better damage than an unarmed strike (unless you grab feats or features like the ones that InquisitiveCoder mentions).

I'm assuming the damage die would be 1d4 to 1d6 range? Never seen anyone use a shortbow as a improvised weapon in game before, i feel like this is a very rare instances that a range character would use their bows to whack on someone.
Yeah, bows and don't make good clubs. However, an arrow is still a pointy stick, so the improvised weapon approach does have merit.
Really though, it's pretty rare for an enemy to try to run past an archer without engaging them. Most of the time you'd just draw a one-handed melee weapon if you suspect an enemy's going to rush you.
If you're just trying to trigger warcaster, everyone has the ability to make unarmed strikes, even if both hands are full. If someone leaves the area threatened by your unarmed strike it triggers an OA, which you can then use to cast a spell with warcaster.

I know War Caster gives you the ability to cast a 1A spell as a reaction, but is there any way to attain this for someone using a Shortbow?
