I have a Mark of Storm Half-Elf Rogue. He is a House Agent and fully invested in becoming an Air-Ship Captain. Currently Level 2. We are in Eberron and I have been on a few airships already. DEX 16, CHA 15, Int 14
I want my Character to feel as home on an airship in a storm as he is anywhere. He has high stealth and acrobatics.
I want to add some spell casting abilities. Specifically those that are related to the Mark of Storms.
Level 2: Gust of Wind, Levitate Level 1: Feather Fall, Fog Cloud Cantrips: Gust, Message, Shape Water, Shacking Grasp, Thunderclap
I want to do this by adding Draconic Bloodline. AC Bonus, HP Bonus, Draconic Interaction Bonus. Bronze Dragon would give me bonus to lightning attack at Level 6.
Metamagic would be Subtle Cast and Distant Cast. For Sleuthing and Sneaking.
I am on the edge about taking Thief or Arcane Trickster for my Rogue.
I am not 100% about making the strongest character, but I would like a sneaky, deadly and stormy one.
I have looked at Storm Sorcery and I don't really like it, but I would be willing to have someone make a convincing arguement.
What are the thoughts on the Rogue experts? Especially the spellcasting ones!?!
I would recommend switching Distance metamagic for Extend, distance is good for short ranged spells but almost all the ones you list have a duration that could be extended. On the plus side 2 hours of invisibility per cast allows for a lot of Sleuthing.
I think the thief's second story work fits better with someone who is climbing around the sails of a ship or the ropes of an air ship. And Arcane trickster would allow for up-casting of some sorcerer spells, and more cantrips.
I would recommend at least 7-8 levels of sorcerer for 4th level spells like; conjure minor elemental, storm sphere, greater invisibility, control water, dimension door, or confusion.

Storm sorcery allows for control over the weather, allowing you to give yourself a good chance of flying
