You have resistance to radiant damage, and when you cast a spell that deals radiant or fire damage, you can add your Charisma modifier to one radiant or fire damage roll of that spell against one of its targets.

Elemental Affinity
Starting at 6th level, when you cast a spell that deals damage of the type associated with your draconic ancestry, you can add your Charisma modifier to one damage roll of that spell. At the same time, you can spend 1 sorcery point to gain resistance to that damage type for 1 hour.

Potent Spellcasting
Starting at 8th level, you add your Wisdom modifier to the damage you deal with any cleric cantrip

So yes you could with a maxed out WIS and CHA.
Granted you still need to hit with the weapon and you would need to make sure your physical stat of some kind is also high to ensure the hit (DEX or STR high as possible).
You would only get 3 ASI to work with on this so you would have to be VERY lucky with rolls to accommodate but it is technically possible if highly improbable.
This sounds OP, until you realize it would take literally to level 20 for this combo to kick in. You could also get a +10 with any radiant damage cleric cantrip with just the celestial warlock MC at level 14.

OptimusGrimus covered it quite well, but since Green-Flame Blade multitargets, it might be worth breaking down how much damage each target takes. Also, as Optimus noted, if you're playing a remotely balanced game - i.e. point buy - your ASIs are limited. You'll get 4 ASIS, not 3, so you have plenty - a mountain dwarf can be Cha 20 Wis 20 with 3 ASIs, and anyone else can do it in 4 ASIs - but you won't have much to spare for other things.
Potent Spellcasting: far and away the best ability of the lot for this, this adds +5 to cantrip damage, full stop.
Elemental Affinity: this only adds +5 to one damage roll.
Radiant Soul: this only adds +5 to one damage roll and is limited to one target (the upside compared to Elemental Affinity is not needing to pay a sorcery point for damage resistance - it's just always on).
On a hit, the weapon target takes 1d8 (weapon) + 5 (wisdom) bludgeoning damage, and then proceed to step 3.
Roll 3d8 (spell) + 5 (potent) + 5 (affinity) fire damage to deal to both the weapon target and the secondary target.
You can pick exactly one of the two targets to apply another 5 (soul) fire damage to.
The secondary target also takes 5 (charisma) fire damage, due to GFB's text specifying that it does.
So the total amount of damage you should inflict is 1d8+5+2*(3d8+5+5)+5+5, or 7d8+35. If there is no secondary target, you'll deal 1d8+5+3d8+15 = 4d8+20 damage to the target you had in mind. You're going to be very Shillelagh-dependent, since you don't have the ASIs to credibly afford Strength or Dexterity. Your AC will also be trash - probably 16, from half plate, a shield, and Dex 8.

Vs. if you just take Agonizing blast you will be doing 4d10+20 damage overall....tac on 4d6 for Hex.
So without hex you are looking at 42 damage
With Hex you are looking at 56 damage.
With the GFB build:
2 targets: 66.5 damage but that is split between two targets that have to be within 5ft of one another.
1 target: 38 damage.....
Overall Just doing your thing with EB is going to be better off most of the time one would think.

The rules you listed show how to resolve a single damage roll, but Green Flame blade explicitly makes two distinct and separate damage rolls, which are each resolved individually and sequentially. In that way, it functions less like acid splash and more like eldritch blast. Features like Potent Spellcasting apply to each instance of damage, so it will apply to both targets. However, features like Elemental Affinity only apply to one damage roll of a spell, so you'll have to choose which target to apply it to.

Since Green-Flame Blade multitargets, you roll the fire damage once and apply it twice, just like acid splash when cast on adjacent targets. Assuming you are employing shillelagh (e.g. from Pact of the Tome, although giving up Pact of the Chain is a big ask for any Celestial-lock), so you're attacking with Wisdom, and this is at level 20:
