can i use charisma for attack rolls even though its not a ranged weapon attack considering im using the weapon to attack? pistoleers use one handed guns right?

Assuming you're using the weapon to attack, and it's not a two-handed weapon, you should be okay.
You can make any weapon you are proficient with your pact weapon when you get pact of the blade. This is how hexblades can get glaives as their weapons and still use charisma for attack and damage rolls, hence the PAMlock (polearm master warlock). The same applies to the renegade fighter's gun fighter form weapon. It counts as a weapon, so you can make it your pact weapon. Now there are some features in the renegade fighter subclass that specifically use dex for damage, and that can't be changed. But if your pistol or sniper is your pact weapon, you can make attack and damage rolls with charisma. I'm currently making this character actually. Pistoleer fighter with hexblade multiclass. This also makes it so you can shoot eldritch blast from your gun, which would look so cool! So now you have a spellslinger: gunslinger spellcaster character. The least levels to make this work would be 3 levels fighter and 3 levels warlock.
Another cool idea is to take metamagic adept and get quickened spell, letting you cast eldritch blast as a bonus action.
It does specify that you make a ranged attack against a target, so you could use it for your pact weapon.
