When you gain a new spell through leveling that has an expensive material component do you get the component too or do you have to find that seperately.
I'm specifically asking because I'm playing BGDiA as an aberrant mind and at 7th level get summon aberration, which has a 400gp platinum vial component. If we're in hell I don't suppose that sort of thing would be easy to come by. What does RAW say and do people commonly houserule something else, like maybe having to pay the gold cost but getting the component?
In a setting like that, I would recommend asking your DM about finding or creating a substitute material component in-character. As Stormknight said, availability is up to the DM, and that typically translates to "an opportunity for the DM to incentivize players to engage with the world". If you can proactively engage with the game world, then the DM is likely to encourage it. While a 400gp platinum vial may be hard to find in the wild, the "still beating heart of a Night Hag" could be more accessible and good fodder for a side mission.

Any component with a gold piece cost specified needs to be obtained separately.
That said, it's up to the DM to decide if the component is easily available.
