So, I’m making a character in my campaign, and I wanted to make it a sea elf, but he said he couldn’t find any info for them in the Mythic Odysseys of Theros book, so I wanted to know, just because it doesn’t mention them, does that mean there are none of them? I just thinking, that because it doesn’t mention them, it doesn’t mean they aren’t there? What do you think?
He’s just saying that only the races listed in the book are the only races there. I am hoping someone who knows more than me can confirm whether or not they are in a Theros world. I mean, I have already made a triton character, but it was originally a sea elf.

Yes. It is the same setting in both games. Even some of the same named characters and the events from the MTG set's story are referenced in the D&D book as recent events.
Obviously the mechanics of the setting are different between games, but the lore is the same.
Just because there are no elves native to Theros doesn't mean there aren't any at all; both D&D and Magic the Gathering are settings where planar travel is relatively common (though not an everyday occurrence), so there can easily be travellers brought through by one planeswalker, travelled through a portal, magical mishap etc.
Alternatively, you could ask your DM about letting you use the mechanics of being a sea elf, but count it as something else? A magical blessing, some kind of sea creature ancestry etc., just because you're using an elven race for the rules, doesn't mean that your player character actually has to be an elf.

Former D&D Beyond Customer of six years: With the axing of piecemeal purchasing, lack of meaningful development, and toxic moderation the site isn't worth paying for anymore. I remain a free user only until my groups are done migrating from DDB, and if necessary D&D, after which I'm done. There are better systems owned by better companies out there.

Are there any rules on that sourcebook which specify which races do or do not exist?
As Farling said, look to see if the book says anything about what races are appropriate for that setting.
That being said, the DM can decide to allow them anyway, if they are not in that campaign setting.

Alas, there are no elves of any kind in theros (canonically). Bit of an odd ball in that regard actually...

D&D Theros was based on Magic the Gathering / Greek setting. It has no elves., which were a more northern European creature.
It does not have the language Elven, though it does use the same alphabet in the Sylvan language used by Centaurs, Fey, etc.
Yeah. I don't think theirs any sea elves on Theros.
However, if you ask your DM, maybe he can add them to the worlds lore so that you can play one?
