So our party just found a teleportation circle, our DM described this circle as a "half completed teleportation circle". So could we theoretically come back at a later level and cast the spell teleportation circle to finish it; only having to cast it around 180 ish times?
RAW is "You can create a permanent teleportation circle by casting this spell in the same location every day for one year. You need not use the circle to teleport when you cast the spell in this way."
So does that mean you need to cast every single day or loss all the progress?
As a character, you would have to use your magic skills (arcana?) to determine what the "half-finished" state means - i.e. only your DM has the answer.
As per the RAW wording of the spell, if you miss a day then you probably will have to start the one-year count again.

There are no rules that describe this situation.
