Hello, so i've been searching for a way to cast the 3rd level spell Pulse Wave from EGW, anyone know of any way? The only way i can think of is Wish, but i'm wondering if there's another way. If there are other spells that are options then i'd like to hear about that too.
By at will I take it you are meaning as often as you like without using a spell slot.
Third level spells are a significant step up from second (generally regarded as the biggest power increase in the game) so being able to cast one every turn would make it insanely powerful.6d6 is roughly what your cantrips are doing at level 17+ but pulse wave allows you to do that damage to multiple enemies.
Look at the Wizard level 20 capstone it allows you to choose 2 3rd level spells that you can cast once per short rest without expending a spell slot. you can choose Pulse wave as an option.for this but it is hardly "at will"
If you want to go this way there are ways to give you a few more uses without it being unlimited. For example you could see if your DM is wiling to provide yo with a " Wand of Pulse Wave", a magic item similar to a wand of lightning bolt but casting pulse wave instead.
Ignoring the considerable balance issues, I would suggest you either add this as an action for a monster of a suitable CR, or if you want a PC to do it, create a cantrip that mimics the effects of the spell or else do it via a custom magic item that does the same.
Either way, there is no rule for it, so you are in homebrew territory.
