What does "exclude" mean? Are buildings being destroyed? Or is it impossible to cast a spell in an area with buildings? Or are buildings being pushed out of the spell area?
It means the spell doesn't effect buildings. The AOE effectively has holes in it for buildings. It basically prevents shenanigans with the "outdoors" requirement where you could put the point of origin outdoors but overlap the area into a building to affect the inside. Those areas inside buildings are excluded from being affected.
It means the area the buildings occupy is not considered part of the affected area. So when placing things like the Solid Fog or the Grasping Undergrowth in the affected area you would not be able to place them inside a building.
