If you mean two attacks when using the attack action, (a la "Extra Attack"), then they don't. A Rogues damage scales through their sneak attack ability, not via making more attacks.
Or when they're hasted, multiclass into fighter to use action surge, use two-weapon fighting, or take 5 levels in any other martial (or any other number of class features/magic items).

Most rogues do not get two attacks as a class feature. It isn't impossible, though!
The easiest way to get this is to use two-weapon fighting. It doesn't work quite as well as the extra attack feature, but it CAN give you a second chance to hit your sneak attack. Pick up a pair of shortswords and enjoy!
If your DM allows multiclassing, you can get the Extra Attack feature by taking 5 levels in the Barbarian, Fighter, Monk, Ranger, or Paladin class or some subclasses.
The Scout subclass of the rogue in XGtE has a feature similar to Extra Attack which arrives at level 17.
Overall, rogues are built to deal lots of damage with a single attack rather than deal a little damage with each of several attacks.

Rogues don't get Extra Attack. Extra Attack is a class feature of the barbarian, fighter, monk, paladin, ranger and some subclasses
