A caster can cast polymorph on itself and it needs to maintain concentration. So every time the caster takes damage, it needs to make a concentration save. The caster can dispell it by losing concentration.
1. Polymorph's targeting is "a creature that you can see within range". It doesn't say "other than yourself", and if you can see yourself, you're a valid target (don't laugh - you can't do it on yourself if you're invisible or in total darkness, for example, unless you have a means to see yourself, such as See Invisibility or Darkvision respectively). Assuming no such problems, targeting is a go.
2. You mention 7th level bard. Giant Ape is CR 7, so within the spell's parameters. Effect is a go.
3. Assuming you're willing, you don't need to deal with a Saving Throw. No problem here.
4. Changing forms doesn't break your concentration unless the effect says otherwise. Polymorph doesn't (it mentions you can't cast spells in the new form, but not that your concentration on an ongoing spell is broken). No issues here either.
5. They cannot cast Dispel Magic, but spells requiring Concentration can be ended by simply ceasing your concentration on that spell. This does not need an action, and in fact can be done at any time (Player's Handbook, page 203, or here). Even if it's not your turn. Similarly, however, damage may break your concentration - you do need to roll to maintain it every time you're injured, even in another form. So, dismissing the spell isn't a problem, but be careful of turning back into a squishy bard in the middle of an orc war party because of a failed save.
In conclusion, yes. The bard can turn into a Giant Ape and wreck havoc for a while (up to one hour). He'll still need to keep up his concentration if he's damaged, in order to maintain the effect.
