In an Eberron campaign, we have a Talenta dinosaur-rider. The Clawfoot dinosaur has Pounce, under which if it succeeds at a Claw attack after moving at least 20', the target must make a DC 11 Strength save or be knocked Prone. If the knockdown works, the Clawfoot gets a free Bite attack. It can now continue its movement (40' max). Can the Prone target now make an attack of opportunity against the dinosaur and/or the rider? If so, it'll be at disadvantage, but does the Prone victim get a shot at all?
I assume that you are playing using the 5e24 Rules.
Per the description in the Prone Condition, your attacks are at Disadvantage, but there is nothing stating that you do not get to make Opportunity Attacks.
So, yes the Prone target will be able to make an Opportunity Attack, it will just be at Disadvantage.

Yes, the prone creature can make an Opportunity Attack as the dinosaur moves away.
Yes, the Opportunity Attack will be made with Disadvantage due to the creature being prone.
