 An Ancient Red Dragon has INT score of 18, so the ability modifier is +4.

With the Boon of Fate feat, INT 19. The ability modifier is still +4.

With Boon of Dimensional Travel, INT 20. Now the modifier is +5. For reference, Ability Modifiers, or this magic:
