GOLIATH ANCESTRY FEATURES + SPELL ATTACKS & INTERACTIONS?
During a Session Zero conversation, a player asked whether or not the Fire Giant goliath's "Fire's Burn" damage bonus could be added to spells, rather than weapons. My knee jerk answer was, "I don't think so, because it is still a magic action." However, there are spells that fall under "magic attack" and require an attack roll. So I am unsure what RAW is on this issue. I am now thinking the opposite of what I said, because of the language mentioning "attack roll" rather than an attack. I like to side on "fun" in any case if there is a rules dispute.
Questions: 1. Can Fire's Burn or Frost's Chill damage bonus be added to spell attacks such as "Fire Bolt" or "Ray of Frost"? 2. Can "Frost's Chill" stack with "Ray of Frost" to reduce a creature's speed by (10 feet + 10 feet = 20 feet)? 3. Mechanically, could Fire's Burn be added to "Ray of Frost", or could "Frost's Chill" be added to "Fire Bolt"? 4. With Eldritch Blast OR Scorching Ray (each missile is a separate attack roll), could you apply a Fire's Burn or "Ray of Frost" to each missile, or is it once per turn? 5. Are there any other issues for applying these to other attack roll cantrips like Poison Spray, Chill Touch, Shocking Grasp, etc? 6. Could this be applied to the cleric's Spiritual Weapon 2nd level spell? 7. Could these apply to the attacks of a Familiar or a Summoned Creature, or the Ranger's "Beast Master" beast?
For reference: Fire’s Burn (Fire Giant). When you hit a target with an attack roll and deal damage to it, you can also deal 1d10 Fire damage to that target. Frost’s Chill (Frost Giant). When you hit a target with an attack roll and deal damage to it, you can also deal 1d6 Cold damage to that target and reduce its Speed by 10 feet until the start of your next turn.
Yes. These abilities can be applied to any attack roll that hits. If it were intended to be limited to attacks with weapons, it would say so.
Yes. Nothing says it can't.
Yes. Nothing says it can't.
There is no per-turn limit, but you have a very limited number of times you can use it per Long Rest (your Proficiency Bonus).
No. Again, if it were intended to be limited to only certain kinds of attacks, it would say that.

No. As stated in the description, it applies to attacks you make.
My player is going to be very happy. Thank you wagnarokkr!
Regarding #7 . . . this is the one I think will be debated at the table next. Something like "my familiar IS me, because I cast it" (or whatever summon x is occuring). The player is either going to do a Light Cleric or a Sea Druid build and I think the druid build would want to apply things to a summon. We do have a wizard but they are playing a human so its not an issue. I am hoping that if I encourage them to take magic initiate with fire bolt or ray of frost they will be happy to just have a better cantrip attack.
I am going to lean upon your interpretation of the rules because this is much simpler than some of the other questions they've raised at the table in the past.
RAW Goliath Fire's Burn apply when you hit a target with an attack roll and deal damage to it, which can be with a spell, weapon, unarmed strike or even a torch.

Would . . . Frost's Chill . . . work with a torch? That is just awesome.

A particularity with Goliath Fire's Burn & Frost's Chill is that they're not extra damage, so they shouldn't be doubled on a Critical Hit.
Yes, because it says that you deal more damage, not that the attack deals the damage

Yes it would work, it's cool that way!
@packman767 Several game elements interact with just "attack rolls". For example:
- Question about Hunter's Mark damage & other damages you can potentially stack with it?
- Hunter's Mark and weapon cantrips like True Strike, Booming Blade, Green Flame Blade, & Shillelagh
- Battle Master Maneuvers & Weapon Cantrips?

I agree. If anyone is interested, I created a thread about it some time ago: : Fire's Burn, Frost's Chill and Critical Hits
