X/Day abilities do not use Spell Slots. They'd be called Spell Slots if they were Spell Slots, the way that similar monsters did in the 2014 Monster Manual.
As such, you won't be breaking rules if the Cultist Fanatic casts Command and Spiritual Weapon in the same turn.

Monsters aren't always following the same design paradigm, for example, an NPC Mage can use Reaction to cast Counterspell or Shield on their turn even if they already did cast a spell using a spell slot because their unique abilities don't rely on them.

I'm afraid that Plaguescarred'sjudgement is a bit incorrect. An NPC Mage can use Reaction to cast Counterspell orShield because he doesn't do that on his turn. This is done as Reaction - that is on someone else's turn. Therefore this can be done by a PC as well.

Sometimes, you can cast Counterspell on your turn, depending on the situation:
Can you cast a Reaction spell on your turn?
Yes, but you must abide by the rule of expending only one spell slot to cast a spell on your turn. For example, if you take a Magic action to cast Fireball using a spell slot and an enemy casts Counterspell, you can’t also then expend a spell slot to cast Counterspell targeting that enemy.
EDIT: this is the answer using the 5e rules:
Can you cast a reaction spell on your turn?
You sure can! Here’s a common way for it to happen: Cornelius the wizard is casting fireball on his turn, and his foe casts counterspell on him. Cornelius also has counterspell prepared, so he uses his reaction to cast it and break his foe’s counterspell before it can stop fireball.
In general there is no prohibition on using Reactions on your own turn. It's just that most of the things that trigger Reactions tend to happen on other people's turns.
As for Shield, an easy way to trigger it is if you provoke an Opportunity Attack from another creature on your own turn.

Reactions
Certain special abilities, spells, and situations allow you to take a special action called a Reaction. A Reaction is an instant response to a trigger of some kind, which can occur on your turn or on someone else’s. The Opportunity Attack, described later in this chapter, is the most common type of Reaction.
Reaction
A Reaction is a special action taken in response to a trigger defined in the Reaction’s description. You can take a Reaction on another creature’s turn, and if you take it on your turn, you can do so even if you also take an action, a Bonus Action, or both. Once you take a Reaction, you can’t take another one until the start of your next turn. The Opportunity Attack is a Reaction available to all creatures. See also “Opportunity Attacks” and “Playing the Game” (“Actions”).
I looked around and could not find if when a monster has spells they can cast X/Day do those count for the One Spell with a Spell Slot per Turn rule.
Can a Cultist Fanatic (2024) cast command as an magic action then Spiritual Weapon as a bonus action?
I can't find anywhere in the rules it says it does but from the spirit of the rules it seems they shouldn't be able to.
If anyone can show me a rule or a clarification I would appreciate it.

I agree. I remembered this good example from @Plaguescarred:

That's good to know. Thank you!
