You can. As soon as you gain Wild Shape at Level 2 you can become a CR 1/4 Wolf and the Wild Shape feature table specifically lists this as an example of what you can change into. At Level 2 you can change into any Beast creature you have seen of CR 1/4 or less that does not have a flying or swimming speed. If you are a Circle of the Moon Druid you get even more options.
So, yes, as soon as you have seen a wolf before you can transform into one using Wild Shape. Why do you think you cannot?

My dm said that Wolf's were the one thing druid don't change into Wolf's due to the aggression or something like that
This is a homebrew rule created by your DM and an extremely silly one. Druids often use wild shape for forms that will be used in battle and there are a lot more aggressive animals than wolves that a druid can change into. If your DM is trying to say this is a D&D rule you can remind him that Wolf is an example of a valid Wild Shape form specfically given in the wild shapes table. The DM is free to make whatever homebrew rule they want, however.

I cannot understand why she is changing it. A druid will never be at risk of losing control of the wild shape the whole point is that this is a natural power they develop. In wild shape form they retain all their mental stats like Wisdom - the stat of instincts and willpower. There is no "beast mind taking over" - it's the druid's mind. They gain the instincts of the creature but only as additional benefit. This is why a Druid's primary stat is Wisdom - the powers and magic of nature they wield becomes an instinctual part of themselves and using wild shape to take all manner of forms is as simple and natural as breathing. They're druids, not lycanthropes.
Especially regarding wolves which, in reality, are relatively tame creatures. They only attack if you enter their territory or wander into a pack that is hungry which is no more aggressive than any other creature out there - in fact humans have a massively greater dispensity for aggression or violence than any beast.
In my opinion your DM is ruining druids and has absolutely no understanding of the class at all. I would recommend having a talk with her about it, or switch to a class she isn't going make less fun to play.

You shouldn't have to. But the Circle of the Moon Druids are specifically more focused on their wild shape abilities giving them more options.
The Druid info is part of basic rules and can be read here. I would urge you to ask your DM to read up on Druids here and understand the flavour used. The fact you have to argue to use the druid class as detailed in the rules is a very bad sign, to be honest.
