You can still cast a cantrip with a cast time of one action, so it’s not “no other spells.”
That said, the rule is that if you cast a spell as a bonus action, the only other spell you can cast that turn is a one-action cantrip. Not “afterward.” The order is irrelevant; all that matters is whether or not it’s the same turn.

If I cast a bonus action spell I cant cast a spell as an action but is that the other way around too?

So even if you cast the action spell first you would have to give up on the action spell or not cast the bonus action one
If you've cast a non-cantrip for your action you cannot cast a bonus action spell as it would break the rule.
