4th lvl palidin with magic initiate with the choosen spell "find Familiar". The caster can cast (touch) spells though the Familiar. Now.... lay on hands is a spell like effect with a touch component can this work.😃
Lay on Hands is a class feature of being a paladin.
The Find Familiar spell specifically states that you can deliver a spell via the familiar:
Finally, when you cast a spell with a range of touch, your familiar can deliver the spell as if it had cast the spell. Your familiar must be within 100 feet of you, and it must use its reaction to deliver the spell when you cast it. If the spell requires an attack roll, you use your attack modifier for the roll.
As the rules are written, I would interpret that as only spells with a range of touch qualify to be delivered by the familiar - any class or race features that have a spell-like function do not qualify.
You should ask the DM of your game though - I would probably allow it in my game, as it seems reasonable and seems to work within the theme of the rules for familiars.
Agree, not RAW but a reasonable thing to allow. Maybe make the paladin "learn" the ability by asking them to practice laying on hands in tandem with their familiar. If they successfully use the skill 20 times while both them and their familiar are touching the recipients then you can reward them with the ability to use the familiar only.

Yeah, RaW says no but it's a reasonable request. However, Paladins do have access to Cure Wounds and such which would work fine.
