so normally when there is a Multiattack feature on the creature it tells you what attacks to do in what order, is this more of a guideline or they have to make X attacks with attack A and X attacks with attack B. example, a moon druid wild shapes into a Deinonychus, it has: "Multiattack.The deinonychus makes three attacks: one with its bite and two with its claws." can the moon druid say...na I just want to make one claw attack and 2 bites, on that note do they have to attack in the order the attacks are mentioned? or do they have to do a bite first then two claws.
You can't change the amount of which attack otherwise i would have just stated it can do three attack which can be bite and/or claw (with no number attached). As for the order it free up to you how to do it.

If it said "can make up to three attacks, one can be a bite and the others are claws" means you have a choice and don't have to use them all but can use Bite only once and Claw only twice. If it said "it makes up to three attacks usng Bite or Claw" then it can choose how many attacks and what attacks they are from the options given.
Generally it makes attacks in any order unless an order of attacks are given: "makes three attacks first with its Bite then two Claw attacks" means you must make three attacks, and they have to be in order: bite first, then two claw attacks.
Multiattack isn't a set rule: each monster may have different multiattack rules, which are detailed in how the trait is worded in the stat block.

Also, the player should announce the sequence of the attacks before the attack rolls are made, because bites and claws often do different damage, so you need to know which is which in the event of a crit or something. No meta-rolling.
