Alright. Quick question. Druid turns into Swarm of Insects. Druid is a moon Druid. Can in HP by expending a spell slot? I know the swarm says you can’t regain HP, but I’m just asking.
Considering the "Can't regain Hit Points or gain Temporary Hit Points" is a Trait of the swarm, there is no way to alter this. Even though the Druid has the ability to burn a spell to regain HP, the trait of the creature is active which would negate the HP gain.
Might not be of note if this is some homebrew ruling/item/similar that is allowing your swarm wildshape, but I don't believe that you can Wild Shape into a swarm at all. You can use Wild Shape to turn into a beast, but a Swarm is not a beast-- It's a swarm ofbeasts. You would be able to turn into one creature in that swarm, but not a whole swarm.
Starting at 2nd level, you can use your action to magically assume the shape of a beast that you have seen before.

I would agree with DMThac0. You take on the traits of the beast, whether those are positive or negative for your purposes. So if you are using swarms, you would take their inability to regain hit points while wild shaped.
