Carpet of Flying - "You can speak the carpet's Command Word as an action to make the carpet hover and fly. It moves according to your spoken Directions, provided that you are within 30 feet of it."
Short Rest - "A short rest is a period of downtime, at least 1 hour long, during which a character does nothing more strenuous than eating, drinking, reading, and tending to wounds."
If I were walking beside a Carpet of Flying, giving it directions, could another player take a Short Rest on the Carpet?
If you are just flying over fairly flatterrain (or high enough to ignore terrain) and you don't have to actively steer it, sure. If you're in the carpet chase from Aladdin, not so much. CC's comparison to napping in the back of a wagon is a good one. I'd probably also allow the "pilot" themself a short rest if the instructions are something along the lines of "fly to that tower in the distance" or similar.

Sure. See also, napping in the back of the wagon.

I'm going to make this way harder than it needs to be.
It seems to me that it could also work if you're the one giving directions. That doesn't sound strenuous either.
Yeah, I see no problem with this.
