If you want to convince an animal to do something it generally uses the Animal Handling skill. If you can communicate with the animal through Speak with Animals, a Circle of the Shepard's Speech of the Woods, or similar, do you now use Persuasion instead?
I'm inclined to allow either as well. Especially as druids and rangers are likely to be better at animal handling. Using a spell to talk shouldn't make you worse at it.
Depending on the situation, I may grant advantage on an Animal Handling check when combined with Speak with Animals. Otherwise I think Persuasion is a fair and fun ruling.

Considering it would be a conversation as opposed to body language and trying to interpret the strange noises, I would agree.
In the case of a character who could communicate with the animal I would allow them to use the better of Animal Handling or Persuasion.
